Aarhus, known as “the City of Smiles,” prides itself on openness, diversity, and innovation. With a youthful population—averaging 29 years old and predominantly female—the city embraces design thinking and new technologies. However, Aarhus also experiences internal tensions between progressive ambitions and conservative tendencies, particularly within its public administration, which often operates in siloes. The city sees an opportunity to engage its affluent and influential residents in shaping a more inclusive and sustainable urban future. Aarhus is committed to fostering a civic mindset from an early age and aims to lead a city-driven digital transformation aligned with EU goals.

Aarhus faces rising inequality, with wealth and power concentrated in certain urban areas that paradoxically also suffer from high pollution. Vulnerable groups—including ethnic minorities, older men, children, youth, and people with disabilities—are disproportionately affected by environmental and accessibility issues. While the city has developed tools like the Aarhus Compass and the “Together” toolbox to promote citizen engagement, feedback loops often break down, leaving participants feeling unheard. Political fatigue among youth and skepticism toward policymakers further hinder democratic participation. Internally, some public employees struggle to adopt new participatory models, and service delivery often fails to reflect the city’s diversity.

Aarhus is working to “open doors”—both literally and metaphorically—by creating more accessible social and physical spaces and encouraging dialogue beyond traditional circles. Initiatives include rotating public administration staff, embedding them in neighborhoods, and co-developing services with citizens rather than simply delivering them. The city is also rethinking incentives for participatory workshops and promoting everyday activism through local NGOs.
