GreenDEMO launches: Cities leading the way to greener, more democratic futures

GreenDEMO, a new Horizon Europe project, officially launched in January 2025 to support European cities in driving the green transition through democratic innovation.

At a time when climate urgency is rising and trust in public institutions is declining, GreenDEMO focuses on empowering city governments to take the lead. The project helps local administrations explore new ways of working - building internal capacity, engaging communities, and co-creating local green deals that are both effective and inclusive.

Over the next three years, GreenDEMO will bring together 12 cities across Europe to test and scale practical solutions for more sustainable and trusted urban governance. Three Demo Cities - Mannheim, Bristol, and Aalborg - will develop and prototype innovative approaches within their administrations. Five Fellow Cities - Glasgow, Aarhus, Bamberg, Schaerbeek, and Poznań - will adapt and apply these ideas in their own contexts.

The project is coordinated by Fraunhofer-Gesellschaft (Germany) and involves a consortium of research institutions, city networks, and public sector leaders. Together, the partners will co-create tools, run peer-learning processes, and generate insights to support long-term reform in city governance.

GreenDEMO is funded by the European Union’s Horizon Europe research and innovation programme under Grant Agreement No. 101178743. The project runs from January 2025 to December 2027.
